That is a real challenge. The leaders should approach the President, Mr. Kalam, who is the head of the armed Forces, with the request that the Navy relinquish their stranglehold on Dabolim with the proviso that the Navy could be allowed to use the airport when necessary only on the authorisation of the civilian managers of the airport. And the civilian managers must be Goans, not some puppets playing on New Delhi's strings. I don't know what the exact protocols are, but whatever they are they ought to be followed so that these issues don't get sidelined out of hand. Cheers, Gabriel.
