Goa DGP Amod Kanth removed for "insubordination" : 

Panaji, Nov 25, 2004 : 

Goa's Director General of Police Amod Kanth was today
removed from the post on the charge of 
"insubordination and serious disciplinary offence,"
capping months of his differences with Chief Minister
Manohar Parikkar.

Parrikar told reporters here that Kanth had "violated
written government orders" and was removed after the
Centre refused to take action despite repeated
complaints by the state.

"The incumbent (Kanth) has violated written government
orders and committed serious disciplinary offence.
When we brought the matter to the Home Minister's
notice, Additional Home Secretary (K P Singh) came
here last week and made an appraisal but nothing has
come of it for the past two weeks", the Chief Minister
said.

"Relations between the top police officer in the state
and the government cannot be strained. We found that
his style of functioning did not suit a small state
like Goa. An officer has to follow orders of the
state, it is not his domain to decide whether those
orders are right or wrong", he said.

"With international film festival round the corner, I
did not want any complication and therefore relieved
him," he added.

Parikkar said Deputy Inspector General of Police
(CID), Muktesh Chander was senior enough to handle the
charge of Goa police during IFFI which begins on
November 29.

The removal of Kanth came a fortnight after Parikkar
government had recommended to Union Home Ministry to
abolish the post of DGP and revert to the post of
inspector general. PTI

PANAJI, NOVEMBER 14, 2004: The Goa Cabinet today
resolved to suspend the post of Director General of
Police, on the ground that such a post is not
prevalent in the Indian union and many states have
already abolished the post. The move has triggered
speculation, given that Chief Minister Manohar
Parrikar’s relations with DGP Amod Kanth are strained.


The state BJP chief had made allegations of
molestation and pending inquiry against the DGP last
week. Taking cue from the indications given by his
party leadership, the chief minister announced this
decision which could also pave the way for promoting
more officers of the IPC cadre from the police service
of the state. 

 
 
Now, the state government will be able to appoint a
state officer on the post of Inspector-general of
police, after the Centre’s approval. ‘‘We have already
written to the Central Government for their consent,’’
Parrikar said. 

Kanth was reportedly ‘‘distributing’’ responsibilities
from amongst his subordinates without consulting
Parrikar who holds the Home portfolio.
