This is not for raising a dispute with Samirbab again. This same question was asked to me in person. I asked a lawyer. The answer to a PIL was NO. The Department of Art and Culture is meant to promote art. Marathi is a demi-official language of Goa. There appears to be no bar on it being supported. This afternoon, I met Tony Barreto of the Goa Social and Cultural Centre, the organizers of the Mando Festival. Parrikar has offered Goa Social and Cultural Centre office premises on a nominal rent of Re.1/-. Tony was hesitant to accept it. This is a study in contrast. Anyone would grab such an opportunity. I spoke to Tony about the Gomant Vishwa Sammelan and the possibility of including Mando in it. He writes off GVS as a sham. What about bootleg culture being presented as Goan culture in the vacuum? Who is responsible? If the high priests of culture seat on high horses and will not present the real culture of Goa, they deserve to see the bootleg version being dished out before their very eyes! The Mando Festival is presented in Don Bosco Hall that is better suited for Pretty home exhibitions than a musical programme. The Gomant Darshan is presented in Dinanath Mangeshkar Kala Mandir when it is better suited for a natak ghar in Dapoli or Khed. Who is to blame? Parrikar? RSS? or the self-appointed custodians of Goan culture? My apologies for an error that creeped into my recent posting on the Mando. The grant for Shwaas is not Rs.3.5 lakhs......it is Rs.21 lakhs...perhaps more money than the Goa Social and Cultural Centre has ever handled in all its time! We did have some positive interaction about the way forward. I hope the Goa Social and Cultural Centre will not remain with its anachronistic views. Money is not an end....it certainly is the means to success in a capitalist world. We are living in a world with almost no surviving communism. Communist parties yes, communism,NO.
