I guess you could always blame them if somethings goes wrong, or public opinion believes that the CEO of a state is spending a frightfully high amount on an eleven-day festival.

Needless to say, the "media and patrakars" don't dream up figures. They usually just report (at times, admittedly, hurriedly and with errors, which are sometimes read later as part of some grand conspiracy).

It would be interesting to see where the higher figures emerged from, what expenses are being concealed under different heads, and what the Comptroller and Auditor General (CAG) has to say about this expenditure ... though that will come only after many moons.

At the time of the Commonwealth (CHOGM) Retreat in 1983, a citizens group actually dug up and compiled figures to show that as much as Rs 50 crore was being spent, for the event, often concealed under various heads. They managed to keep tabs on the tenders being called for; now there aren't even public tenders sought in many cases!
