If this is so then the government of Goa is flying blind. Its "instrument panel" on the Goan economy is wonky. It cannot really "plan" to do this or that including running IFFI for tourism and making Goa an entertainment hub It is flying by the seat of its pants and we have to hope fervently that no inadvertent contact will be made with the ground unexpectedly!
