My initial reaction to Philip Thomas' writings on MOPA airport was that he was against the undertaking. More recent postings from him suggest that he is for developing of a new airport 'for a whole variety of reasons'.
I would suggest that depending on his stand (and his research), he should form an advocacy group, which like-minded Goans can join. The group can speak in one voice. Then politicians get the exact feel of the views and perspectives of native Goans. Philip and his group can then aggressively educate other Goans on their perspective of a 'progressive and competitive' Goa. Philip can also get away from dancing with "Mathany Saldanha on MOPA Airport". :=)) Then he can lead his own band!
