Mario replies: Bernardo, I think he is referring to the Catholics in Goa being a "large minority population", relative to the total of all Goans, which includes Hindus and Muslims. I don't know what the exact percentage of Catholics is today, but I believe Catholics were at one time as high as 40% of all Goans, which is large for a minority population relative to minority communities in other states, which are usually no more than low double digits. If my figure of 40% is wrong I'm sure someone will correct me. On the other hand, I'm not too sure what you mean by "sham democracy". I have never lived in Goa for any length of time, but I grew up in India and my impression is that Goa is about as democratic as any other part of India.
