Dear Cybergaokars on GoaNet,

Friday Balcao the fortnightly discussion event
to be held on 11th February will focus on the
proposed Rural Garbage Disposal Scheme
of the Goa Govt.

The proposed Rural Garbage Disposal Scheme seeks to create
over 40 garbage dump sites of approximately 5000 sq.mts. in
various designated villages of Goa. These sites are meant to
serve a cluster of village Panchayats.

Although the Scheme talks of 98 percent of the maintenance costs
to be borne by the State Govt. very little information is available of
how the non-biodegradable garbage will be disposed off.

Although the problem of garbage disposal has been
affecting Goa for so many years, the Goa Govt. has yet to
come up with an effective solution.

Although the Goa Non-Biodegradable Garbage (Control) Act,
was passed in1996 and the Rules in 1997 very little has been
achieved as the Govt. has not insisted on the formation and
regular functioning of the Garbage Management Committees
in the Village Panchayats and Municipal Councils.

Should garbage be disposed off by depending on the creation
of dump sites ? Have options like vermi-compost units, Segregation
at Source for house holds, plastic packaging returned to seller,
village level plastic bottle collection centres and EM technology been
considered in the scheme ?

Whats steps must be taken to ensure the functioning of the
Garbage Management Committees in the Village Panchayats
and Municipal Councils?

What role must educational institutions, NGO's, community
organisations and the media play to ensure a solution to the
garbage disposal problem of Goa ?

The Balcao discussion will cover these questions and
and also evolve an agenda for action by citizens on the issue.

Friday Balcao will be from 4pm to 6pm
at the Goa Desc Resource Centre
