Govt rejects Pendse panel report on GCA NT Staff Reporter
Panaji Feb 15: The state government has rejected the Pendse Commission report which probed the affairs of the Goa Cricket Association during the tenure of the Parrikar government.
Besides, the government has also decided to promulgate an ordinance to make amendment to the Goa Daman and Diu Fire Force Act, 1986 for establishing voluntary force to check spillovers of growing urbanisation and industrialisation in the state.
Briefing reporters after the cabinet meting today, the Chief Minister, Mr Pratapsing Rane stated that the Pendse Commission�s recommendations did not hold any water as it simply made recommendations that the GCA under the chairmanship of Mr Dayanand Narvekar should not be given the Jawaharlal Nehru Stadium at Fatorda.
Mr Rane said it was an unanimous decision of the cabinet that the commission report did not have any concrete recommendations over any matter. Therefore it was resolved to reject the report.
The report only dealt with autonomous body of the GCA headed by Mr Narvekar and therefore it was suspected that a few recommendations made were aimed at the GCA. He said the report also recommended that if Mr Narvekar was elected to the GCA no ground should be given and this was not correct, he observed.
Replying to a question, the Chief Minister said in the cricket association functionaries were elected and added that the commission report was unfairly singling out a particular person.
Giving rationale to amend section 7 of the Goa, Daman and Diu Fire Force Act, Mr Rane stated that with rapid urbanisation and industrialisation the need arose to strengthen the force to provide services to citizens with multifarious functions, which include maintenance of law and order, fire fighting and emergency services, traffic, environmental upgradation conservation of forest and many other services.
Mr Rane said this voluntary force would work in tandem with officials of government departments, especially fire and emergency services and police department. In order to raise such a force it had been proposed to raise auxiliary fire force under the Fire Force Act, 1986.
The auxiliary fire force would absorb volunteers on terms and conditions, which would be finalised at later stage. He said this force would be on lines of Home Guards and Civil Defence.
The cabinet has unified the department of sports and department of youth affairs. The cabinet has also decided to revert the land acquired for Nylon 6,6 project at Butkhamb Kerim to the Industrial Development Corporation. The dismissed Parrikar government had earmarked the land to the Goa Educational Corporation.
The Chief Minister informed the government had also decided to expedite the works of Asilo Hospital, upgradation works of the Goa Medical College, the Hospicio Hospital at Margao. However, he refused to say whether constructions works would be undertaken by the Goa State infrastructure Development Corporation.
On the Cyber Age scheme, Mr Rane said the Parrikar government had provided computers to students but failed to provide printers and in view of this students could not do their home work. In order to overcome the problem, Mr Rane said the government had decided to modify the scheme and provide printers to the students.
The government has also decided to re-constitute the block advisory committee, which had been discontinued six years ago. Mr Rane said the BAC could help the government get feedback on developmental works being carried in rural areas.
Mr Rane has hinted at scrapping the Ambedkar Awas Yojana proposed by the Parrikar government and replace it with the 20-point programme.
He also said the government would review the pre-employment scheme and the decision would be jointly taken by the cabinet.
