It is a constitutional instrument to meet to meet an exigency in any state of the Indian federation when the state government has proved incompetant/incapble of administering the same.
The governor does not become a monarch but is invested by powers, duly sanctioned in the constitition, enabling him to run the state until the democratic institutions recover their ability to be granted deemed governable by the electorate.
Presidential rule --and I repeat, not monarchy -- has been imposed quite a few times in various states, including a couple of times in Goa.
Were presidential not available exactly in its present set up, the Republic
of India may have disintegrated quite somtine ago.

Now, Goans not only have a bhailo (outsider) ruling them, but also the Chief Secretary
and all other Secretaries and Police Chief are outsiders! Perhaps
It is another sacrossant constitutional stipulation that the governor of an Indian state may not be indigenuous.
