I was in Goa and in other parts of India receently, in the months from October to January '05. I was given to understand that :
1) u can't build anything upto 200 metres from the high water tide line; except for temporary and seasonally licensed shacks on the beach.
2) U can build any hotel, holiday home, restaurant or the like from 200 metres to 500 metres of the 'LINE". No residential construction ( I find this amusing!) however is permitted in this zone; unless it has been there before the rule came into effect!
3) beyond the 500 metres from the 'LINE" u can build anything! No height limits per se are involved unless by special rule, for a specific area.
4) within 500metres the height limit is operative; height must be well below tree top level, whatever that may be! everything is so shoddy, u see!
5)All construction and plans for the same within 500 metres must be permitted and okayed by the 'Coastal Zone Regulatory Authority' and also must get the 'Conversion' license from the PWD for using agricultural or orchard classified land, for these purposes.
6) the most interesting part of all this the "FEE" for getting approval from the CZRA; I believe it is some Rs. 350/ per sq. metre of land. No one knows the exact charge! it depends if u r getting all this rigmarole done thru say, Parrikar, or Isidore ot Mathany!!! Then there is a lot of horse trading here; who will bring whose vote bank to whose side. And so on the corruption multiplies ten fold!


I hope u guys, whether from foreign or Deshi foreign or down right Casti wallah, will weep; for this what is going on in your motherland! Money alone moves mountains! Principles be damned! Law does not prevail. Laws are made deliberately with loopholes to cater for 'cheating' and the same goes with Rules and Code of Conduct. Who is to blame for all this? the people first, the voters. then the politicians of all parties and Independents included, who make shoddy laws; who appoint shoddy contractors and who appoint corrupt persons as chair persons and directors.

By and large, all of India is like this. Why?? It is our 'Hindutva' ancestry that is to blame. Everything points to this evil called 'Hindutva'. A revolution against 'Hindutva' is needed! Hindutva and Caste and Blesphemy and murder in the name of religion, are all linked and this is the evil holding mother India down.

Of late , all over the world and now in India too, "Outsourcing" has become very popular; and in most cases, it is very effective in minimising costs and bringing about effeciencies.

So I suggest that the Govt. at the Centre and all the Governments at the States level be "Outsourced". The Central Govt. should be outsourced to China;

In Mumbai they are already talking of 'making Mumbai like Shangai'! What a shame!!! we should first make Mumbai like earstwhile 'Beautifal Bombay". U see, how incompetent and backward we Indians are. The Mumbai ites cant do their own thing; they have to look to Shangai.

In the states the govt. of Goa say should be outsourced to Punjab or some other state and so on. all states should be governed by another state; not by their own people. However the will of the local or state people has to prevail. The statergies and or other details towards this end, can be worked out, I suppose; The Indian Genius can at least rise up to that!

How much longer does India and Goa have to suffer this incompetence and resulting misery?

Can you build within 500 metres of the high-tide line? (Yes, no, depends?) What do you do when you find an electric pole stuck in your backyard, after returning back to Goa, set there without anyone's permission? (Can you do anything at all?) Can a buyer ask you to 'convert' your land before selling it? (What are the illegal rates?)

182-days-residence criteria (required to be considered a 'person
resident in India') mean? What facilities are there for people of Indian origin to own land here -- except for farmland -- and can their children inherit it?
