Where we stand would determine how we see the problem. I would suggest that the issue at Anjuna is about unabated sand extraction. This is
more linked to Goa's middle-class and tourism boom (and also the fact that expat remittances cause huge pressures in the local real estate economy), rather than spitting, littering or soiling the beaches otherwise. Also, in terms of litter, the tourism-middle class consumption boom is the biggest offender (we have hillocks of garbage in our village Saligao) rather than just someone throwing away a few waste wrappers. I have been reading this news today sitting here when it upsets me that none of them are interested in keeping the beaches clean. One always find outsiders littering the places. There should be a fine system which gives opportunities for the locals to get some jobs. Anyone littering the place should be fined as follows :
Urination : Rs. 50/-
Littering (papers/plastics or any kind of kachras) : Rs.50
Human Excreta : Rs.100/-
Spitting : Rs.50/-
This will at least keep the surroundings clean. Cleanliness is close to
Godliness is only a saying but in reality nobody follows. The above rules should be applied as one find so many North Indians and non Goans just spitting around whether on beaches on public places.
RULES SHOULD BE APPLIED TO ALL IRRESPECTIVE OF AGE & CASTE.
