o GOA OUT OF FISCALS REFORM FACILITY: All State Governments, barring Goa and Haryana, have signed Memorandum of Understanding with Government of India under Fiscal Reforms Facility Scheme. Such a State, if it achieves stipulated improvement in the ratio of revenue deficit to revenue receipts, is provided incentive out of Rs.10,607 crore incentive fund. In addition, such states have been assisted for structural reforms also. The States which have not signed MoUs have not been provided this incentive. RESPONSE: Well it appears that the cat is out of the bag. IFFI, cosmetic road works, Cineplex, Aldona Bridge - all projects Goa could ill afford. Many if not all Goans were estatic!.
