Which are these 14 cities specifically? Is KRC trying to flesh out the proposals as much as possible in the mean time instead of bureaucratically waiting till a green light is given? How would these proposals rank in terms of desirablity from **KRC's** standpoint? Consequently, which one or two should KRC be going all out to land at the right time? Can these be paired with one in Goa itself for "control" purposes to maximise learning for the future?
