<An example that the navy CAN be intimidated by
civilians - can Goans emulate this exercise at Dabolim?>[Gabriel de
Figueiredo, April 13]

I doubt if brute force a la Mumbai slum dwellers will work in Dabolim. We
will still need numbers but will probably have to rely more on brain power.
Any ideas?

My dear Phulip and Gabriel,

Over the decades, has there been any legal challenge to the navy usurpation
of Dabolim?

I have followed most of events/actions, in Goa, since 1960s and even actively
participated in some of the prominent -- anti-deputationists', non-merger (opinion poll),
statehood and Konkni -- issues.

I may have missed this one.

If there has not been any challenge in court could we institute one? That could be
a good start for eventual escalation on several public fronts.

Perhaps something as banal as tenancy action.
