Dear Philip, The Navy is NOT a nominal "owner" of Dabolim, but they claim to be leaseholders.
The Navy was requested to be a caretaker of the airport by the then military governor of Goa, Candeth. Just as Candeth relinquished his rule to the civilians, so should have the Navy handed over the airport to the civilians - but no, it stayed, and proceeded to "convert" the airport for its own needs. Reminds me of the "tutores" of yesteryear. I have been told that in the past, that a guardian would be appointed to take care of an orphan and his/her property until he/she grew up to adulthood. It was not uncommon for the guardian then to hold on to the property giving one excuse or another to the hapless youngster when he/she grew up. Until Gilbert Menezes and his "friends" come up with the genuine doco and prove to the Goan people of the existence of a "lease" document, the Navy are nothing but squatters at Dabolim, just as one Goa Govt believed it to be so.
