There are no cheap (charter) flights to Goa from Europe in August because the monsoon rains are at their heaviest. However, if you travel via Bombay or Delhi you can get to Goa as there are several airlines operating from the above two cities.
In the past, I often travelled to Goa during the monsoons because of the children's long summer vacations. Out of five trips in the wet season, two were remarkably dry to the point where local farmers were in dire straits. The other three were pretty wet with heavy rains virtually non stop for days. However, life goes on as normal with umberallas at the ready! The beaches are largely deserted and the seas are rough so that a dip would be out of the question. However, many hotels have good swimming pools.
