The Disability Rights Association Goa (DRAG) just had a significant all day seminar on disability
rights in Miramar on May 1. Perhaps you missed the announcement? Avelino and his group are doing outstanding work. I am pleased that Goa Sudharop funded their website which was also launched May 1. See http://www.disabilitygoa.com/ which has a lot of good information.

The highly commendable work of the Websites and Organizations apart, I suggest that we pay special attention to what Vivian has written. I believe that it accurately describes the situation as it exists.

Goa isn't poor. All the money is being wiped out by these Congress and BJP Alibabas. Besides, there is no incentive for those in power to work towards anything where there is NO money to be "made".

Vivian rightly points out that "there are laws in place but no enforcement"

Talking about Laws, while reviewing the Goa Children's Act 2003 for the Ribandar ghuspott case, look what we found wrt the imprisonment for ANY sexual assault (i.e. touching) vs INCEST.

The Goa Children�s Act, 2003  s8 (2)

Whosoever commits ANY sexual assault as defined under this Act, shall be punished with imprisonment of either description for a term that may extend to three years and shall also be liable to fine of Rs. 1,00,000/-.

Whoever commits any Grave Sexual Assault shall be punished with imprisonment of either description for a term that shall not be less than seven years but which may extend to ten years and shall also be liable to a fine of Rs. 2,00,000.

Whoever commits INCEST shall be punished with imprisonment of either description for a term of one year plus fine of Rs. 1,00,000/-.
