It would seem that the Navy has been doing this all along at Dabolim! It
roped in the Coast Guard there and the Air Force to hold its exercises. Only
the Army remains to be invited.

What would really be novel is if the military at Dabolim saw the way clear
to publicly work with civilian authorities there to actively facilitate and
expand civilian flights for the sake of the Goan (and Indian) economy. If he
is able to engineer this, the Navy chief, Adm Arun Prakash, a naval aviator,
might see his name in gold in the annals of Indian civil aviaion.

P.S.: Its not "Guns VERSUS Butter" (either/or) any more but "Minimum guns
and maximum butter".
