Het Mario, Let me make this easy enough for even you to understand, the Americans who come for medical treatment to Canada are those who cannot get/afford ANY treatment in the US. The taxes they pay are commandeered to support the WAR machine. Secondly, FYI, the treatment they seek in Canada is not meant for non-residents (read carefully, I said non-residents, not non-citizens.) So the Americans go around pretending to be Canadian residents in order to get medical treatment.
