Tourists and other visitors do not force themselves on Goa or India; they are invited through tourism options and promotions etc. to come spend their time and more importantly "money" in Goa and in other places in India; and when they do come to India; they are in virtual hell, as far as the infrastructure and basic amenities and orderliness is concerned!
So it is the residents, ctizens, the taxpayers and the voters who are at fault! They and the authorities they vote into power and the bureaucrats etc that they employ are not up to the mark! As a result, residents and tourists suffer! But the tourists and more so the foreign tourists and PIO's suffer infinitely more, and feel robbed when not getting basic facilities and order, even when they are paying for it.
Something more drastic needs to be done by the residents to put their house in order first, before welcoming tourists. Would that satisfy your woes?
As you see; the Govts. and the civil service and the other bureaucrats are not competent enough! What else can be the reasons for such lethargy and carelessness?

Why doesn't the Government build better airports and better bridges for tourists? Why don't they improve the infrastructure to facilitate tourists? What will the tourist say if they see the littered beaches and the garbage dumps? What about clean water for tourists? And proper sewage for all tourist hotels? And we should have more entertainment venues for the tourists. AND speeding buses can kill locals but not tourists!
Don't we, the voting, tax-paying, resident citizens matter at all!!!
Sure everyone benefits from tourism. But I would think that if the Government gave as much priority to making the citizens lives better, then automatically the tourists, and the tourism industry, would benefit from it too. But so much planning here is done to attract, and cater to, tourists that I wonder whether the Government cares more for the tourists than the well being of its own citizens.
