<the word is pandering>[Alfred Tavares, May 10] Pandering seems to mean catering to criminal tendencies. If this is actually what is going on (and I daresay it would apply equally to locals as well as to tourists) then "planning" and government action take on whole new meanings!
Some serious issues crop up. Do Goans know right from wrong? Is the justice and administrative system able to consistently uphold the righteous and punish the wrong-doers? Who should rule Goa and how? Long ago someone said that India was a "functioning anarchy". Has there been any improvement since then? Is this what Goa has come to, a place where almost anything goes but we can still muddle through? Are we any different from "Bihar"? Some serious soul searching may be required followed by determined efforts to take corrective action in Goan society. Any takers?
