Hi Cecil

When I visit Mumbai on occasion (I was born there and return sometimes), I see 
a lot of vendors
selling used and surplus clothes, especially outside METRO cinema.  This is 
year round and
presumably has nothing to do with 'aid', tsumnami or any tradegy.  I am not 
sure how you connected
NGO's with 'aid' clothes on the street.  Most of the time, I suspect it is 
plain economics.  Most
of the shirts probably are surplus clothes which never made it to the retail 
market it was
intended for or out-of-fashion shirts or slightly frayed (as you put it) 
clothes. I am sure there
are some corrupt NGO's, as there are corrupt businesses, but I am not convinced 
corrupt NGO's were
responsible for the clothes which made their way below your office.
