yes. your email provider configured their server to reject any email from an
IP address that doesnt have reverse dns (aka PTR record)

while reverse dns - and requiring reverse dns - is a good thing, especially
here in india and other third world countries a lot of isps dont implement
it. so at least some legitimate mail will definitely be lost if your email
provider turns on that rule.

 554 5.7.1 The server sending your mail [210.215.130.182] does not have a
reverse DNS entry. Connection Rejected. Please contact your
Dial-Up/DSL/Network ISP Provider. Default Reject!
