I read your interesting post on the Governor's insistence on implementing full day schooling in Goa. To be truthful, I do not know the ins and outs of this issue. However I am puzzled that there seemed to be no consultation by the Governor on this matter with the varied people who will be affected. Is it a case of dictat? Whither democracy?

you ask an important question i.e. Lokank Consulta�ao Korop na re?

If one looks at it objectively, few nations with ostensibly Representative Democracies have this business of Consultation with the real masters i.e. the general populace: The US of A, The UK and France being among the most prominent.

As far as Goa is concerned, ask yourself: Were the people of Goa really consulted when major decisions were made about Goa after this thing we still fool ourselves by calling it Liberation. Why don't we call it simply Liberation from the Portuguese. :

i.e. Were Goans consulted re:

1. The Invasion of Goa
2. The Annexation of Goa
3. The leasing over of Dabolim to the Navy
4. The handing over of Anjediva to the Navy
5. The handing over of the Heritage buildings in Panjim to the Army
6. The Konkan Railway route
7. The name changes to Panjim and Mapusa


The ONLY real consultative process in which Goans were asked to participate was the Opinion Poll. As the MGP (read BJP) was defeated in that one - it is highly unlikely that any such Consulatation will ever take place until the entire demographics is changed.

We are a fine people who are fooling ourselves that we have a democracy. ( Bosteao, ani el cazu-sodh aadd re). We are the same people who Vote the people we want to cow-tow to for 5 years.

And we call that democracy - but we complain about the Church !
