EPW Editorial May 14, 2005 Civil Aviation: In the Face of Change <Though the government has recognised the need for an independent regulator, the bill to introduce an Airport Economic Regulatory Authority (AERA) in the budget session of parliament has been stalled, though little is known about what its functions would be or the degrees of its separation from the ministry. Unfortunately, the civil aviation policy that was to underline the government's vision for the sector has still not made an appearance (since 2000), and consequently a public debate on the roadmap that might be set out and the means to achieve it is conspicuously missing. Moreover, a policy document also provides a yardstick by which to judge progress; its absence means that reform measures adopted will be looked at in isolation.>
