In my part of the world the association is called the Indian Catholic Association. The extended community are called GEMS, which stands for Goans, East Indians and Mangaloreans. Non-GEMS are welcome to join. I wouldn't know an African Goan from anyone else unless he or she told me they lived there. It's irrelevent.
