I do not believe this is true. Last year, at the age of 28, my brother went from Goa to London. He was single at the time. He still is single - though, he is getting married early next year.
To be honest, he did not take anybody's help to get a visa. He just took an appointment and walked into the British consulate and they gave him a multiple entry visa. Cheers, Jim F.
