Former Goa Rajiv congress Cuncolim block youth congress president Oscar martins has been appointed as convenor of the four member cuncolim union constitution re drafting committee appointed by the executive committee of Cuncolim union at its meeting held recently. The members of the re drafting committee met here on Sunday at the residence of former vice chairperson of Cuncolim municipal council Oscar Gracias to discuss the areas where the constitution needs to be amended. The other members of the committee are Pralhad dessai, Prakash Dessai, and Zephyus mascarenhas. The last named could not attend the first meeting of the committee. Cuncolim union constitution was drafted among others by the two leading luminaries of Cuncolim Justice ferdino Rebello, and Justice nelson britto along with Adv shripad patnekar and late Baldwin coutinho (Chief officer) along with other founder members of the union in 1972. The constitution now drafted by the leading legal lights of Cuncol.im will now go under the scanner of the four persons appointed by the executive committee. The re drafting committee will look into the provisions of patron member admission and his rights and criteria for enrolling persons as patron members. As per the constitution only villagers of Cuncolim are allowed to be enrolled as members of Cuncolim union while non villagers can be enrolled as patron members. Cuncolim MLa Joaquim alemao is likely to be enrolled as patron member but his enrollment has been delayed with the executive committee appointing a redrafting committee to examine the issue of patron members. The redrafting committee would forward its report to the executive committee, the executive committee which will in turn forward the report to the general body which will ratify or reject the draft report of the re drafted constitution. ----- End forwarded message -----
