Seen another way, it could just mean that all would have to settle for less noisy religious (and other) services late in the night.
In the past, there were few blaring horns (which are particularly noisy, and uni-directional... god help if the funnel is directed at your home). Yet all made do with less-ear shattering sound systems. Today, 10,000 watts too seems insufficient. Why? We don't have to tell the village and the world that we're celebrating or praying or whatever. If the devotees can follow the service, than that should suffice. All religions are offenders on the noise front, not to speak of the commercialised party circuit (including the wedding halls that are lucrative business in today's Goa). FN > ..
