There is a choice between good councillors, turncoats with proven track records, non-performers and new faces.
The good councillors , who have the good of their ward residents and their town are few and far between. They may not be modern day Raja Harishchandra types, but they served the local interest most times. Among the turncoats there are three types: 1.those who have loyalty only to themselves. 2.those who have loyalty to the local MLA and go where ever he goes and 3.those who had loyalty to the local MLA while he was a Minister in the ruling side and have deserted him now that he is in the opposition. This situation prevails all over Goa. It is almost universal in its application. The non-performers are ,obviously, one-time councillors. No one will vote for them. It is in the new faces that one has hopes where a good councillor does not exist. At the very least, they will take time to become corrupt as compared to the 'experienced hands.' Among the new faces we have two types: 1.Absolutely raw hands. 2.Persons with proven management skills in business or non-Government service They may be affiliated to recognised political parties or political organisations or truly unattached, at least to date. In the toss between a proven turncoat who has served one or more terms [and shifted sides more than once to be on the ruling side] and a new face with proven management capacity, whether affiliated to a political party or not, the logical choice of the voter should be the new face. Party affiliation is no big shake in a municipality . It is supposed to be a party-less election and ,hence, there is no anti-defection law. Two lady 2-term councillors vying for the Chairpersonship of Mhapsa Municipal Council [ that is the official nameas per the letterhead!] have gone the whole gamut of parties with our local MLA [who has been through Goa Congress, Rajiv Congress, Congress, Goan People's Party and BJP] and have now deserted him to join the Narvekar clan in the name of Congress! Unless I am sadly mistaken, that is where these two ladies began their "wheel of fortune" roller-coaster in the MMC. One of these two young ladies is facing stiff opposition from a dynamic office bearer of the GPCCI, who has set up her election office in the same building as the senior hand in the MMC. The other has the son of the former Chairperson and Congress man to fend against. The local MLA might have been involved in the case of stoning this young lad's hotel with a Chinese name, but it requires no psephology mandarin to predict whom the MLA may support if his own candidate does not seem to have the winning lead on 22 October.
