This is about a controversial US military base in Okinawa whose original intent was to protect Japan but which has been mired in a feud over accidents, crime, and noise pollution, that has become a "festering sore" in relations between the two powers according to the report. It seems the existing Futenma air base of the US Marine Corps is a 9000 foot runway in the heart of a densely populated area of the island of Okinawa. Talks are aimed at relocating the air base but the idea of an offshore project has run into environmental concerns. Shades of Dabolim/Seabird!
