1. Jan Ugahi, an organization working on children’s rights issues in South Goa

2. Goa....prides itself in having the first child friendly and protection legislation in the country, the Goa Children’s Act, 2003.

3. The incidences of child labour & abuse are definitely on the increase despite such a landmark legislation.

4. persons in positions of influence and power like ....... who should have shown exemplary behaviours, are themselves reportedly GUILTY of crimes of child labour and sexual abuse against
children.

5. What is however ironical and shameful is that the English Newspapers, some of whom often claim to be the conscience of society and attempt to sensationally expose such misdeeds.......have chosen to protect the identity of the accused and deny their readers the right to proper information.

6. And last but not the least, will the State explain its carefully contrived amendment of the provision of child labour in the Goa Children’s Act, to formulate a comprehensive plan of action to eradicate all forms of child labour in a phased manner instead of the original within two years of commencement of the Act ?

7. Would this not amount to ABDUCTION of responsibility on the part of the State akin to the
well known legal maxim ‘justice delayed is justice denied’?

re #3: Is there any data available to confirm that the respective Incidence Values of child labour & child abuse are on the increase? Could we have them


re #4: I am not so sure that ANYONE can be "reportedly Guilty" of ANY crime unless the matter has been tried in court and reportedly Found Guilty in court.


re # 5: I fully support those newspapers which have NOT revealed the names of either the victim or alleged perpetrator. Everybody needs to be considered innocent unless proven guilty.


However, I support Jan Ugahi's concern about the double standard by these newspapers

re #6: Does the "state" (Govt) have to explain any ammendment OR the Legislative Assembly (Parliament) which passes/will pass it ? Would it not have been more appropriate to ask the Govt which sat on the Act without acting upon it for 2 years since 2003?


re # 7: I am not so sure that "ABDUCTION" is the word I would have used in that sentence.
