‘Navy illegally occupying Dabolim airport’

PANJIM, DEC 4 — The Nationalist Congress Party has
alleged that the Navy is illegally occupying Dabolim
airport and called for shifting of the Navy out of
Dabolim to the Sea Bird Project and expansion of the
airport, if required.
In a press note, Surendra Furtado, NCP General
Secretary & spokesperson  said that the Dabolim
Airport still has four lakh square metres land,
sufficient to develop four 
runaways.
He further, charged that the Navy is illegally in
possession of vast tracts of land by misinterpretation
of facts. 
The civilian airfield, including the old airport
building, is situated on land that was expropriated by
‘Obras Publicas’ vide a notification of 1954. The area
around thereafter was requisitioned under Defence of
India Act,1968,  where major operations of Dabolim
Airport are now carried out by the Navy and is
illegally occupied under the guise of law, he alleged.
Under no law could such quantum of area be in
possession of the Naval authorities. Instead of
reverting Dabolim airport to civilian status, the Navy
proceeded to acquire more land at Dabolim. This
evidently materialized because of sheer ignorance and
indifference of the local Government, he charged.
The Defence Act is mainly to protect the security of
the nation, with every airport/harbour, which usually
becomes enemy targets, automatically come in
possession of the defence establishment as long as the
war lasts, after which, it is reverted back to
civilian control, Furtado added.
Ironically, however, this did not happen in the case
of Dabolim, as the Navy clung to the property, he
alleged.
Furtado further stated that even the area of 46,20,516
sq mts notified under Section 4 in the Government
Gazette in 1967 and subsequently acquired for Naval
Air Station under Land Acquisition Act 1894 does not
cover the airfield.
According to Furtado, the area so claimed to be
acquired does not conform to any Revenue Cadastral
Plan maintained by Directorate of Land Survey then
existing, nor as per  Communidades plans of Mormugao,
Vaddem, Chicalim, Sancoale and Assorcim.
