SUB EXTENSION OF TIME LIMIT FOR PUBLIC COMMENTS
REGIONAL PLAN 2011

The Regional Plan 2011 was notified on 6.7.2004 and
comments invited upto 6.9.2004.
During the same period on 6.8.2004 the revenue
villages in planning areas were notified in the
bifurcated South Goa Planning Development Authority
viz Margao and Ponda
Owing to the selective inclusion of revenue villages
the people were agitated and your Party also condemned
the selective inclusion of revenue villages and as a
policy restricted planning areas to urban areas.
Therefore there was no time to examine the
revised Regional Plan 2011.
You will agree that such a voluminous exercise would
need to be scrutinized carefully and above all
discussed with the Village Panchayats and the
Municipalities as done before the first Regional Plan
2001 was notified on 11.12.1986 Further with the
Constitutional 73rd and 74th amendments it is all the
more necessary to have the Plan whetted at the Gram
Sabhas of all the Village Panchayats and at Special
Meetings of the Municipalities .
This is either being done hurriedly at the BDO level
or not at all.
The fresh notification dated 18.11.2005 does not state
clearly at which TCP Board meeting the decision was
taken to extend the date upto 15th December, 2005 (
the earlier one was at the 113th adjourned meeting)
The intentions of the Government is therefore suspect.
However it is imperative that following the agitation
on the TCP ordinance dated 29.09.2005 and your
Governments surprise decision to re-introduce the
PDAs on 27.09.2005 ( your Government earlier on
4.2.2005 in public interest removed all PDAs ) the
people of Goa feel that there is an unholy intention
to rush through the entire exercise.
We at SGPIAG therefore demand that the date from
15.12.2005 be extended until 28th February 2005 so
that the whole issue will be discussed thread bare in
a serene atmosphere.
You will agree that the bureaucracy does not reply to
a simple letter even after 15 days and sometimes over
three months and therefore such an exercise as
relating to the Regional Plan which will guide our
destinies until 2011 surely needs more time
