As the numer of deaths provided were only covering the foreigners and earlier 
it was stated that only 1 out of ten, so 200,000 out of the 2 million visitors 
were foreigners, the death rate is very high. let's presume that the average (I 
know there's a lot who stay longer but also some only pass by for a week)
foreigner stays in Goa for 2 weeks, then the average number of foreigners in 
Goa is around 9,000. Approx 15 deaths per month then equates to a death rate of 
over 30/1000! And that does not even take into account that the american death 
rate of 2/1000 covers a cross section of the american population including all 
the elderly and it would suprise me if the cross section of the foreign Goa 
visitors would not be much different, i.e. much younger and thus one would 
expect the death rate to be much below 2/1000 whereas it shows to be over 
30/1000!!!
