Quite frankly I don't quite see what 'ex-patriots' can do for Goa. I would
think that someone who is still patriotic to his motherland would be far
more useful.
As for 'Goan Sexpats', I asked around and there weren't that many Goans
re-locating abroad to have sex. That might be one of the side benefits but
the primary motivation for Goans relocating is for monetary and lifestyle
(and in some cases scientific and aviation) benefits.

One term sometimes used for a sex tourist is "sexpat". Its derivation is
from expat and did not originally refer to tourists per se, but rather
those with similar motivations who have actually relocated to such a
location, either as workers or as retirees. The word has since come to be
used, at least loosely, in both contexts
