From: Gabriel de Figueiredo <[EMAIL PROTECTED]>

<This is a medical question from a layman's point of view: Did the pilot suffer from initial stages of a sort of dementia? Can this condition be diagnosed in a normal "health-check" carried out by the Naval doctors?

I am connecting this story to a recent experience of mine relating to a local GP who had deteriorated in his cognitive capabilities so much he wasn't able to recognise the instrument most used - a stethoscope. I was told the poor man had suffered some sort of dementia, or a "blackout" as one would call it.

The pilot would have seen that he was approaching the end of the runway but may have forgotten (i.e. "got frozen") what he was expected to do (i.e "pull the joystick") at the time. A dangeorus condition indeed should he have been carrying passengers!>

Dear Gabriel

Greetings from over here

Not my specialty - but I would suggest that the 'dementia' scenario, while possible, is most unlikely.

More likely causes would be : Absence attacks and transient 'absence' due to lack of sleep or relative to alcohol ingestion. The latter two are preventable by adherence to strict protocols for flying (and driving for that matter), the first is best dealt with by a neurologist.

My gut feeling is that the Naval Medics in Goa are as 'good' as they are - and that isn't saying much.

On the other hand this could have a pure accident or a mechanical failure.

There are several concerns that the Naval base in Dabolim pose

1: Trainee flights over populated areas means an added risk for the population

2. Poorly maintained aircraft (from my info - this was a Harrier, and not the regular Russian crash prone stuff) and the risk to populated areas

3. How Dabolim got into Naval hands in the second place (we know the temporary first place reason) - what Rane says notwithstanding. Do a 'liberated' people have a right to know how their PRIVATE property is appropriated (da Costa and Menezes notwithstanding) ?

4. BTW: I like the ideas of Prof Phillip Thomas wrt Mopa. The question there is twofold

a: If Goan funds are expected to be spent - Can Goa afford it at the moment ?

b: Are there other priorities which need attention prior to Mopa?

c: Do those who support this venture (in the decision making arena) have a vested interest in the matter ? If they do, the technical supporters will in effect be support Insider Dealing, Coruuption and the principle of Bias .

On that ground alone ....I would say NO to Mopa.

d: Is this a method of diverting attention from Dabolim?

I personally believe that a place can have many airports. One does what one needs. One does not need to fetter discretion because of personally held biases. However, one needs to define whether this is another method of pooling wool over Goan Eyes.

I'd say enough is enough .....and for the first time in a long while, I'd agree with Churchill and Matanhy on this score

regards

jc
