As some government departments take very long time in issuing NOCs, Vigilance department has asked head of departments (HoDs) to fix a time-frame for such matters so that the members of the pubic do not suffer. The instructions have been issued following a case of NOC in which the Primary Health Centre, Candolim, with Sadashiv Pednekar as Sanitary Inspector and Dr Suhas Gaitonde as Medical Officer in-charge, took more than one year to issue a NOC for a residential structure. The Vigilance Department which is headed by Ashwini Kumar, an IAS officer who refuses to swing to political tunes, found from other departments including Directorate of Health Services that there is no outer time limit for issue of such NOCs. "Not fixing of reasonable time limit for issuance of NOC is being used as a tool by unscrupulous government servants to harass the public and extract bribe for NOCs", said Additional Director of Vigilance, A W Rane in the circular making it amply clear why delays are generally caused. All head of departments have been asked to review and streamline the procedure existing in their departments for issue of NOCs. They have been requested to issue suitable Standing orders/circulars specifying the "outer limit" for issue of NOC. Secondly, the head of departments have also been asked to make sure that the government official is made accountable for the work allotted and disposed of by the official. The Additional Director has also said in the circular that the time-frame for disposal of such applications for NOCs should be incorporated in the Citizens Charter of the departments.
