[Goanet] France defends right to nuclear reply to terrorism

I went to the link provided by Mario, and read the article.  A quote  that 
caught my attention was as follows:

"The leaders of states who would use terrorist means against us, as well as 
those who would consider using in one way or another weapons of mass 
destruction, must understand that they would lay themselves open to a firm 
and adapted response on our part," Chirac said during a visit to a nuclear 
submarine base in northwestern France.

Now, it is well established that the Pakistani army is very active in  
supporting the terrorists in India.  I wonder how Chirac would react if  
India makes a threat similar to the one he has made.  Not that I am  
advocating that India should, but just speculating what would happen.
