Purely from the above account, it doesnt seem to me that the cautionary signals raised by Khalap are driven by sole concern for personal gain in Mopa land. Rather he should be thanked for painting a fairly comprehensive picture of the implications of a potential lapse in land acquisiton proceedings on the state's 'public finances'. Let's not jump prematurely to the possibility of ulterior motives of the personal financial kind. Cheers!
