I did have lunch last month at Viva Panjim and was served by a female waitress but since I was accompanied by my wife, I did not flirt with her!

It is true there there are not many waitresses in Goa but could this because there is a law banning females from serving alcohol?

Indian women 'can serve alcohol'

13 Jan. 2006: BBC News. The High Court in the Indian capital, Delhi, has overturned a law which banned women from serving alcohol in public places. Two judges ruled that the 1914 legislation was unconstitutional. They said the law violated a woman's fundamental right to equality and to choose her own profession . Since alcohol was served not only in bars but also in restaurants, at banquets and even in hotel rooms, a woman's right to advance her career in the hospitality industry would be severely jeopardised, their ruling said.

Since the federal Government is involved I assume that the law appies to India and not just Delhi.
