Julio Francis Ribeiro was born to humble parents in Porvorim, Goa. He was an ordinary child with no exceptional qualities. The course of his life was set very early when on being taken to a police station by an irate neighbor, whose window pane he had broken while practicing cricket, he was let off by the kindly officer with the sage advice to play with a straight bat. He has since played with a straight bat all his life, and has become a role model to every aspiring police officer in India.

They called him the ‘Super Cop’ but he regarded himself only as a ‘Christian Cop’. ‘Bullet for Bullet’ was not coined by him, but was put in his mouth by Arun Nehru when Julio to his horror found that nine armed constables did not fire a single shot in self-defense or retaliation when they were fired upon and killed in a successful attempt to free Sukha Sipahi from police custody in broad day light. He decided that the police must fire in self-defense. Thus was born the phrase "Bullet for Bullet”!

Seventy-five year old Julio has had a ringside view of crime, violence, mindless killings, riots, communalism and political interference throughout his duty as Commissioner of Police of Bombay; Director General, Central Reserve Police; Director General Police of Gujarat, and, of course, the much decorated post of Director General of Police of Punjab during its worst years of terrorism. He served as India’s ambassador to Romania in 1992-1993. He turned down personal requests from the former Prime Minister Vajpayee and Chief Minister Farooq Abdullah for the post of Governor of Jammu & Kashmir. Julio is now on the other side of the fence trying to manufacture peace through various organizations in an increasingly hostile environment.

Julio believes that the public is entitled to know what the police chief thinks about the law and order problem in an area. He has been among the least secretive of officers, and being extremely articulate was able to establish an easy rapport with the public and his men in uniform. He has followed and lived with a simple principle: “A person who is open and truthful has nothing to fear.”

Today, it is difficult to come across sincere and hard working cops like Julio Ribeiro. Goa needs someone like Julio who can use his authority to tackle the existing crime rate, book the corrupt, and punish the culprits. We are proud of you Julio. We wish you a long and healthy life!

Wilson Mazarello does not need much introduction to tiatro lovers, as he has made his presence felt on the Konkani stage for over three decades. He is one of the greatest tiatrists who has written and directed about a dozen tiatros and composed and sung over 200 songs. His trio “WILMIX” comprising of Wilson, Michael & Xavier was very famous in the 1970’s and 1980’s. Wilson also wrote one act plays for Radio & TV. He and his wife, Sharon, have together produced about 26 audio cassettes of Konkani songs. Wilson & Sharon run an institute ‘Theater Art & Cultural Training Institute (Goa)’, which offers classes in acting & other stage-craft for upcoming Konkani artists. They derive immense pleasure in imparting their knowledge of acting to youngsters.

Last year, Wilson took over the presidency of ‘Dalgado Konkani Academy’ from Tomazinho Cardozo. An ardent lover of Konkani as Wilson is, we would like him to do his best while in this position and help promote our mother tongue. We request him to exert pressure on Goa government to have Clause 2 (c) of the Language Act, 1987 amended to read as follows: “Konkani language’ means Konkani language in Devanagari and Roman scripts”.
