Literate Goa plagued with infant mortality

PANJIM, JAN 30 - Although Goa ranks as the fourth highest literate State in the country as indicated in the Census report of 2001, the report indicates that Goa is still ailing with problems of infant mortality pegged at 17 per cent and that 3.9 per cent of the population continues to live in dilapidated housing conditions.

I wonder if someone would please clarify the above 17% figure.

For one, Infant Mortality Rates are NEVER quoted per 100 (i.e. %) but per 1000.

If what the HERALD REPORTER has written above is correct, there are an astonishing 170 infant deaths under the age of 1 year, per 1000 live births in Goa

This is a devastating reflection on Maternal & Pediatric Care in Goa. (Don't know what literacy has got to do with this)

By comparison to the Infant Mortality Rate of ? 170 per 1000 (which I just do not believe), here are the IMRs of other countries

1.      Singapore         2.28            deaths/1,000 live births
13.     Macau             4.82            deaths/1,000 live births
25.     Portugal           5.13           deaths/1,000 live births
26.     UK                  5.22            deaths/1,000 live births
34.     Cuba               6.45            deaths/1,000 live births
36.     United States   6.63            deaths/1,000 live births
152.    India             57.92            deaths/1,000 live births

would someone please verify ? There is NO WAY that Goa would have 3 times the IMR of the rest on India.

I hope that IF the figure is incorrect, this HERALD REPORTER corrects it.
