My cyber-BALCAO view: the first thing which needs to be done is enforce existing traffic regulations. RTO's/Traffic police need to be held accountable for enforcing existing regulations. The fear of fines should be the first deterrent. Awareness, safety, and traffic management comes second. Regards, George
