A couple of days ago there was this editorial n TOI, triggered by the PMs
comments, titled " Critical Absence" along with the tag line "India must
build capacilty for long term strategic thinking". It appears that the
country lacks a strategic establishment in the sense of "having a group of
people who discuss, debate, shape and re-shape policy in diverse fields"
coupled with the "absence of a strategic culture". The editorial concludes
that "In India  it is necessary to have institutions that think hard about,
for instance, how the country will meet its energy needs over the nex two
decades....India needs to create a strategic culture ..."

This prescription may have to be seriously considered not only for Goa in
general but also goanet in particular. What are the strategic issues facing
Goa over the next quarter century and is there general agreement about them?
How can these be prioritised? What options are available for resolving them
step by step over the medium/long term? What institutions must be
created/activated  to ensure the desired results over the long haul? etc
etc.
