Ex-GSCB chief's, dy 'skeletons' tumble BY HERALD REPORTER PANJIM, MARCH 14 — The Chairperson of the Goa State Co-operative Bank Ltd, Ramchandra Mule on Tuesday alleged that former chairman of the Apex Bank, Prakash Velip, vice-chairperson Rajkumar Dessai, then managing director, R R Phal and others have committed frauds during their tenure, causing loss of crores of rupees to the Bank. Leveling charges of corruption against three, and others, Mule at a press conference said, some of the major decisions taken by Velip, Dessai , including Phal smacks of scams, and hence general body of Bank has decided to file complaint against them. The vigilance officer of the Bank, D B Gaonkar has been authorised to investigate into Camp Court scam. Mule alleged that Phal who was appointed presiding person of Camp Court of the Bank, used his power as a arbitrator and allowed more than 50 per cent rebate and passed the awards granting relief to about 65 borrowers. This caused a loss of Rs 5.64 crore to the Bank, claimed Mule. The said relief was granted without consent of the Bank's board of directors by Mr Phal who was then on deputation from the state government. The NABARD has filed a complaint with Vigilance Department requesting to conduct inquiry and initiate legal action against Mr Phal, informed Mule. With regards to purchase of Bonds of Rs 55 crore — investment was allegedly made without seeking approval of the Board of Directors as reported by the Herald last week and thus Bank suffered loss to the tune of Rs 20 crore, Mule said. As regards to present complex of the Bank, according to Mule, there is fraud of Rs 8 to Rs 9 crore, involving the top persons in the previous regime. Mr Mule said, "complex was proposed to be of estimate of Rs 11.5 cr in 2002, presently the expenditure has gone upto Rs 21cr. There is clear fraud of Rs 8 to 9 crore committed, he said.
