SUB: Recognition of edun. Institutes operating in Goa
 
Sir,
 
Does the Government of Goa have in place a machinery
to ascertain the credentials/bonafides  of Institutes
/Managements that intend or/ impart educational
/vocational/ professional / technical etc in the
State?
 
If not, what steps does the government  intend  to
take before the commencement of the next academic year
2006-2007?
 
We at South Goa Public Interest Action Group  (SGPIAG)
a registered NGO based in Margao,Salcete, South Goa
District ,with jurisdiction, at present, over the
entire South Goa Parliamentary Constituency have made
investigations since June 2005 in regards to one such
Institute in Goa M/s Frankfinn.   

An Insititute with Headquarters in New Delhi and
branch offices in rest of India including in the State
imparting training for calling for students to seek
admissions for "Basic Cabin Crew Training" Goa, with
the IATA logo affixed thereon. 

M/s Frankfinn  claims to be India 's No.1 Institute,
with over 30 Centres across India and now with a new
office in Goa imparts training in Basic Cabin Crew
Training besides  other subjects,  swimming and gives
exposure to Computerised Reservation Systems (CRS) of
Airlines/ Travel & Hotel industries, that enable its
successful students to be selected as Air Hostesses /
Flight Stewards in major airlines 

However our investigations revealed as under:
 
a)   the Institute was using the logo of  IATA
--WITHOUT --authorisation from IATA International Air
Transport Association   in Geneva, and they were
issued a cease and desist  notice by their legal
department to that effect on our reporting to them the
same and 
   
b)   that following such legal notice they have
subsequently removed the "IATA logo"  from its
advertisements, but by then they had collected huge
fees from the aspirants.
 
Further upon on discreet telephonic enquiries with
Govt of Goa 
Department of Education 
Department of Higher Education and
Department of Technical Education 
Department of Tourism 
about the credentials/ bonafides of such courses in
matters of employment prospects  of this Institution 
they had confirned that they have NO  jurisdiction
whatsoever on the functioning of this and such other
private Institutions in the State and therefore it is
left to the   students concerned to ascertain the
credibility/bonafides of the same.
 
In the above circumstances,  in our humble opinion, 
we feel that the Government of Goa should IMMEDIATELY
issue an EDUCATIONAL ADVISORY to guide  students
desiring to pursue higher /technical education from
falling prey to such Institutions, most of whom assure
jobs and charge exhorbitant fees.
 
The Government should also display the list of courses
which are recognised either by the  State or Central
Government for purposes of gainful employment in State
or Central Government office in the State or their
allied offices.
 
Trust you will examine the issue at your earliest and
a line in confirmation of the action taken would be
appreciated.  

With almost two more months to go before the students
fall prey to such Institution in Goa we at SGPIAG
expect your Government to act fast now.
