Mervyn, The moral code behind every law cannot be explained quite directly. Concerning foreign travel, the person ultimately responsible for the safety of the country's citizens is the President--our head of state who is directly elected by the American people. (I know, the concept of electing a head of state is alien to you Canadians.) He complies with laws which are put in place by our elected representatives.
