In Australia, every town /city is divided into zones; residential, commercial and industrial. The Industrial zones are never allowed or mixed up with Residential zones, and or the commercial ones.

Some commercial activity of a non disturbing type is allowed in a residential zone; like say a' Hair Salon'. Even here the business owner has to comply with all other criteria pertaining to the business, and also has to create at least two/ three parking spaces within his own property; so as not to crowd out the normal parking spots on the roadside.

Activities like vehicle mechanics and the likes of ceramics shops etc, can only be permitted in an Industrial Zone, far apart from a residential zone.and that too after an EPA clearance and must comply with other rules and criteria pertaining, at all times; these are subject to regular inspection by the authority overseeing, and also on a complaint; God help anyone for non compliance! the person is sure enough to be rejected outright, or to loose the license, subject to democratic process.

I would say that Goa and India must learn to introduce this type if zoning; and follow it to the letter; that way every one benefits.

Also, could someone share with us the procedures for setting up a
small business (or what Mr Caldeira calls a cottage unit) in other
